Head, ISR Cell, BICES at North Atlantic Treaty Organization (NATO) Headquarters

Mr. Bowman is an Intelligence and Intelligence, Surveillance and Reconnaissance (ISR) expert who currently serves as head of the Battlefield Information Collection and Exploitation Systems (BICES) ISR cell in the BICES Group Executive at the North Atlantic Treaty Organization in Brussels, Belgium. Mr. Bowman is a retired Air Force officer and master navigator with over 3,900 flying hours in the B-52G and RC-135 V/W. He served as a B-52 Electronic Warfare Officer and RC-135 V/W RIVET JOINT mission director and reconnaissance crew commander. During his Air Force active duty career, in addition to his Electronic Warfare specialty, he served as an Intelligence Officer and Information Operations Officer. He served at RAF Chicksands and stood up the 693rd Electronic Security Wing at the end of the cold war, serving as an intelligence officer and liaison to the Air Force operational wings in the United Kingdom. He served two tours at US European Command (USEUCOM) as head of the Contingency Intelligence Planning Cell as a contingency intelligence architectures expert as well as leading the USEUCOM Intelligence Directorate Briefing Team during the Balkan crisis. During this tour, he served as the Deputy Commander at the US National Intelligence Cell in Sarajevo, Bosnia-Herzegovina during the first year of the NATO peacekeeping operation. He later served a second USEUCOM tour as chief of the Information Operations Division (J-39) during the NATO air operations against Serbia, Operation Allied Force. After retiring from active duty and working as a contractor in Information Operations, Space Operations and Intelligence, he entered the DoD federal civilian service in June 2014. He served as a representative of the Office of the Undersecretary of Defense for Intelligence and to US Northern Command and Air Force Space Command. He led a Field Support Team which conducted strategic planning and analysis for the commands. In 2015, he moved to the Capabilities, Development and Management Office as the initial cadre to stand up the US BICES Program Office when it was moved to the Air Force from OUSD(I). He led the Intelligence and Plans Division and was instrumental in the creation of a capability for BICES-enabled ISR within the BICES Group. In 2018, the BICES ISR nations elected him to head the BICES ISR Cell where he currently serves.
